While much graffiti is cosmetically damaging to commercial property, to lump it (and the viewing of it) as illegal under anti-terror laws is very extreme. Of course, this only makes this form of art more "sexy" and appealing to thrill seekers: much like any calls for bans on works of art--people want to know what makes it so threatening, thus the viewing numbers go up.
